Looking Inside the Paris ‘Rulebook’

In the most pivotal moment in international climate negotiations since the 2015 Paris summit, governments meeting last month in Katowice, Poland, produced a comprehensive “rulebook” fleshing out the implementing details of the landmark Paris Agreement. COP 24 adopted rules and procedures on mitigation, transparency, adaptation, finance, periodic stocktakes, and other Paris provisions, but put off until COP 25 decisions on the use of market-based measures. The new rulebook will govern how countries meet, report on, and strengthen their commitments in the years ahead.
