For the second year in a row, negotiators failed at last month’s COP 25 in Madrid to establish carbon market accounting rules under Article 6 of the Paris Agreement. Parties will try again at COP 26, but are free under Paris to move forward with international emissions trading with our without final agreement on the Article 6 rules.
